ISO New England will monitor the performance of the Web site and the amount of requests and bandwidth used. In the event of excessive bandwidth, excessive concurrent requests, or invalid URL requests, ISO New England may, at its discretion, employ a throttling mechanism to mitigate any degradation of service. The process of enabling and disabling throttling of incoming connections is done by IP address.
Activity that may be considered excessive usage includes, but is not limited to:
- Bandwidth by IP address. A volume of megabytes by IP address sent or received per time period.
- Concurrent Requests. A number of requests by IP address to the same URL per time period.
- Invalid URL Requests. A number of invalid URL requests by IP address per time period.
The determination of excessive usage will be made by ISO New England personnel reviewing access logs, notification of reduction in service to the Web site, or by other means. In all cases when it is discovered that excessive usage is occurring the IP address of the offending process will be throttled.
In the case where an IP address has been throttled, ISO New England will do its best to identify the source of the requests. Whenever possible, impacted companies will be notified that throttling is occurring. To assist the ISO with communications with Market Participants, please verify your company has identified an “Emergency IT Contact” in ISO New England’s Customer and Asset Management System (CAMS). Once throttling is occurring, ISO New England will verify that excessive usage has been eliminated before throttling is removed. In the case where the source of the IP is not known, the IP address will remain throttled until ISO New England has verified that excessive usage has been eliminated.
ISO New England reserves the right to take additional steps, including blocking access to its Web site, if excessive usage continues.
