What is NCPC - Cleared DA Not Disp RT?

Net Commitment Period Compensation (NCPC) is the "make whole" payment to an eligible Resource and/or external transaction that did not recover its offered costs from the Energy Market during an Operating Day. NCPC - Cleared DA Not Disp RT payments are calculated for Resources that are Pool-Scheduled and available in the Day-Ahead (DA) Energy Market, can deliver Energy, are not Postured, but are not economically dispatched in Real-Time in hours when the Real-Time LMP exceeds the Day-Ahead LMP. Resources are not eligible for this payment if their incremental energy offers were changed during the re-offer period. The payment is the difference between the hourly Real-Time and Day-Ahead LMP's, multiplied by the cleared Day-Ahead generation. NCPC - Cleared DA Not Disp RT settlement information is provided under the Standard Settlement reporting structure.

Market Participants with an Ownership Share in a Resource eligible for NCPC - Cleared DA Not Disp RT credit.

Charges

Charges for NCPC - Cleared DA Not Disp RT are allocated based on NCPC category. The NCPC categories are determined by the reason that the ISO scheduled the resource for commitment.

Economic NCPC

Charges are allocated to Market Participants based on Real-Time Deviations.

Local Second Contingency Protection Resource NCPC

Charges are allocated to Market Participants based on Real-Time Load Obligation for the applicable Reliability Region.

VAR NCPC

Charges are allocated to Market Participants based on Network Load and OASIS reservations.

Regional High Voltage VAR

Charges are allocated pro-rata to Market Participants based on Network Load for the applicable Reliability Region.

Bill Detail

The hourly services bill contains the net of charges and credits for NCPC - Cleared DA Not Disp RT in the bill roll-up line item entitled "Real-Time NCPC". Economic and LSCPR charges and credits are included in the hourly services bill. Individual information for NCPC - Cleared DA Not Disp RT in the hourly services bill is also reflected on the Bill Details/Adjustment Report (BL_DETAILS). The information is shown in section "Standard Settlement Details" for the initial settlement billing, and section "Bill Adj Detail" for the Data Reconciliation Process resettlement billing The monthly bill contains a single line item netting charges and credits entitled "OATT Schedule 2 VAR". This line item includes VAR NCPC and Regional High Voltage VAR NCPC charges and credits, as well as charges and credits associated with other VAR service as described in OATT-Schedule 2 VAR.

SS_NCPCCDART Summary of a Participant's daily NCPC - Cleared DA Not Disp RT credits by generator, and Summary of a Participant's allocation of Pool NCPC - Cleared DA Not Disp RT charges, issued upon settlement of the Market Day.

FERC EQR

NCPC - Clear DA Not Disp RT is reported on the SP_EQR report, available on a monthly basis one month after the given settlement, as referenced in the FERC EQR mapping line item NCPC - Clear DA Not Disp. RT.
