What is OATT-Schedule 16 Black Start?
A system restoration and planning service from generators. Under Schedule 16 of the Open Access Transmission Tariff (OATT), ISO New England designates specific generators interconnected to the transmission or distribution system at strategic locations that will be called upon to re-energize the transmission system after a system-wide blackout. The System Restoration Working Group (SRWG) is responsible for approving Black Start generating units. Approved Black Start generating units are able to start without an outside electrical supply and are compensated by ISO New England for providing this service.
