What is Real-Time NCPC?
Net Commitment Period Compensation (NCPC) is the "make whole" payment to an eligible Generator and/or external transaction that did not recover its offered costs from the Energy Market during an operating day. NCPC is determined by comparing the generator's energy offer costs with its actual revenue from the market for the day. Real-Time NCPC is calculated for Resources scheduled by ISO New England in the Real-Time Market. If the Generator does not fully recover its Real Time offer costs through the Real-Time Energy Market, a Real-Time NCPC payment will provide the cost recovery. If a Resource is partially Self-Scheduled in the Real-Time Market, any generation dispatched by ISO New England in excess of the Self-Schedule is eligible for NCPC. Who can expect to incur a Real-Time NCPC Credit or Charge?
Credits
Market Participants with an ownership share in a resource or external transaction that the ISO schedules in the Real-Time Market , where the energy offer costs exceed the actual revenue from the market for the day.
Charges
Charges for Real-Time NCPC are allocated based on NCPC category. The NCPC categories are determined by the reason for the commitment of the resource that was paid NCPC in the Real-Time Market.
Economic NCPC
Charges are allocated to Market Participants based on Real-Time Deviations.
Local Second Contingency Protection Resource (LSCPR) NCPC
Charges are allocated to Market Participants based on Real-Time Load Obligation for the applicable Reliability Region.
VAR NCPC
Charges are allocated to Market Participants based on Network Load and OASIS reservations.
Regional High Voltage VAR
Charges are allocated pro-rata to Market Participants based on Network Load for the applicable Reliability Region.
Special Constraint Resource NCPC
Charges are allocated to the Market Participant requesting the commitment/dispatch of the resource. See Special NCPC- Special Constr Resource.

The hourly services bill contains a single line item netting charges and credits entitled "Real-Time NCPC". Economic, LSCPR, and Special Constraint Resource charges and credits are included in the hourly services bill. The monthly bill contains a single line item netting charges and credits on a Market Participant's bill entitled "OATT Schedule 2 VAR". This line item includes VAR NCPC and Regional High Voltage VAR NCPC charges and credits, as well as charges and credits associated with other VAR service as described in OATT-Schedule 2 VAR.
