Ancillary Services Market Project - Phase I Frequently Asked Questions

On October 1, 2005, the ISO implemented all three components of the ASM Phase I market changes - Re-Offer Period bidding flexibility, Regulation Market Changes, and Dispatchable External Transaction changes. The Re-Offer Period elements of the implementation included related changes to the Real-Time Operating Reserve/Net Commitment Period Compensation (NCPC) Credit eligibility rules.

ISO New England provided advance notice of an October 1, 2005 effective date of certain elements of Phase I of the ASM project on September 16, 2005, specifically that it would implement the Regulation Market and Dispatchable External Transaction components of the ASM Phase I market enhancements.  Read FERC Filing providing the advance notice. For the reasons set forth in that notice, the ISO believed it would be premature to implement the Re-Offer Period changes proposed as part of ASM Phase I while the proposed Market Rule changes in Docket No. ER05-1353 (Read the Filing proposing the Market Rule changes) remained pending. However, later on September 16, the Commission issued an Order in Docket No. ER05-1353 (Read the FERC Order) , accepting the filing to become effective October 1, 2005. The Commission's action removed all remaining obstacles to the full implementation of ASM Phase I, including the Re-Offer Period elements, on October 1, 2005, as well as the related changes to the Real-Time Operating Reserve/NCPC Credit eligibility rules. The presentation provides a summary of the technical changes needed to support the first phase of the ASM project and should help customers understand the ramifications to existing applications and systems. It is a good starting point for technical information pertaining to the implementation changes being made to MIS, eMKT and the Web. While in a different form, much of the information included in the presentation is referenced in this FAQ.

ISO New England released three new operational reports on the Web site related to the implementation of the new Ancillary Services Market. Formal report descriptions are available in the Acquiring Operational Data from ISO-New England document (see page 44).

In addition to the three new reports, the existing Day-Ahead Cleared Demand and Regulation Clearing Prices report listed in the calendar as HCD-RegPri under the Hourly LMP Data, Including Historical Data section was renamed and modified to only include the Day-Ahead Cleared Demand. As such, the report title, filenames, and Web location changed to reflect the content change. These changes are also detailed in the Acquiring Operational Data from ISO-New England document
(see page 36).

The Market Information Server (MIS) Report Description document contains a complete list of all reports currently published to the MIS FTP server as well as those planned to take effect in the near future. The most recent version of the report can be found under the MIS Report Formats section. The document includes a Tracking Table highlighting the changes to the MIS reports being made in any given version of the report. Version 28 details all of the MIS changes needed for ASM - Phase I. In addition to the description documents, report samples and templates are available at the same location.

As it pertains to the publishing and distribution of the new reports (or modified reports), Regulation reports will be Operating Day driven:

  • Pre-ASM reports will use the previous Regulation
    report versions
  • Post-implementation of Phase I (starting on October 1, 2005) will use the new version of the report

Operating Reserves/NCPC reports distributed after the implementation date will be under the new reporting convention

  • The change to these reports is essentially a name change though there will be settlement calculation changes to the Operating Reserves/NCPC
  • The Market Rule changes to Operating Reserves/NCPC are related to Real-Time Operating Reserve/NCPC eligibility rules and calculations (A Spiderphone was held on this subject on Thursday September 22, 2005. For more information please refer to the Spiderphone Presentation or refer to the ASM Regulation Market Settlement section of the ASM Phase I Training)
  • All references to Operating Reserves will be replaced by NCPC both in the file and report names and in the column headers
  • Though the file names will be different, the settlements contained in the files will reflect the rules in place for the corresponding Operating Day being settled (i.e., Operating Reserve settlements distributed after October 1, 2005 will be published through NCPC reports)
