The initial Ancillary Services Market (ASM) Project was scheduled for implementation on October 1, 2005. ISO New England (ISO) and NEPOOL decided to split the project into two components: Phase I and Phase II. ASM Phase I was targeted for implementation on or after October 1, 2005 upon two weeks notice and pending receipt of necessary FERC approvals. The implementation of ASM Phase II, currently under development and the subject of ongoing stakeholder processes, is scheduled for no sooner than October 1, 2006.
A phased implementation allows for some aspects to be installed earlier while ISO and NEPOOL finalize designs for Reserve Markets. In summary, Phase I:
- Allows all generators to adjust supply offers during Re-Offer period
- Allows External Transaction Purchases to set nodal energy clearing prices if they are the marginal units
- Re-designs the Regulation Market and includes "mileage" payments
Phase II, currently under development, includes:
- Locational and System Reserve Requirements (Forward and Real-Time) where Real-Time Reserve Requirements replace Scarcity Pricing
- Asset Related Demand and eligibility for Reserve participation including Special Case Nodal Pricing with both dispatchable and non-dispatchable options
