ASM Phase II Asset Related Demand (ARD) Frequently Asked Questions

An Asset Related Demand asset is defined in Manual 35, as a physical load, either dispatchable or non-dispatchable, that has been discretely modeled within the ISO New England's Energy Management and Settlement systems that settles at a nodal location.

There are a few requirements that must be met to qualify as a Non-Dispatchable Asset Related Demand asset. Follow the Registration Process Flow [PDF] and complete the Asset Related Demand Registration Form [XLS].Section 12.3.5.3 of Manual 28 details the following requirements:

  1. An individual end-use metered customer or firm that purchases products for its own consumption and not for resale (i.e. an ultimate customer)
  2. An end-use customer peak load of 5 MW or greater during the 12 months preceding enrollment. New end-use customer loads without 12 months of history will be evaluated by the Host Participant Assigned Meter Reader to determine if the anticipated load will meet the 5 MW threshold
  3. Aggregation of end-use customer loads, in order to meet the 5 MW threshold, will not be allowed
  4. Metering and Telemetering Criteria specified in Operating Procedure 18.

Dispatchable Asset Related Demand asset requirements include all of the requirements for the Non-Dispatchable Asset Related Demand asset (listed in previous question). Dispatchable Asset Related Demand assets also need to be able to receive and follow Electronic Dispatch (ED) instructions. To meet this requirement the dispatchable Asset Related Demand assets must comply with the following:

  1. Technical Requirements For Generation, Dispatchable Asset Related Demands and Interruptible Loads specified in Operating Procedure 14, which is being reviewed at the May 2nd Reliability Committee meeting.
  2. Electronic Dispatch requirements include but are not limited to:
    1. Installation and operation of a Remote Interface Gateway (RIG)
    2. Identification of a Designated Entity (DE)
