Availability: This report is issued as part of the Regulation Market settlement. It provides the list of asset entitlements (net of ownership share and contractual entitlements and obligations) with associated product and financial quantities for a given Customer for a set of trading intervals. In addition to generating resources this report includes non-generating resources that are participating in the Alternative Technology Regulation (ATR) Pilot Program. One report is generated per customer per GMT day.

REPORT COLUMN

DESCRIPTION

Trading Interval

Specific hour for which the information is reported. Numeric from 1 – 24 (For daylight-saving crossover days: the long day extra hour = 02X, the short day removes hour 02).

Asset ID

Numerical identifier for the asset.

Asset Name

Asset name assigned from market system.

Regulation Service

Quantity of regulation provided in MWH.

Regulation Service Credits

Regulation Service Credit for generating resources is Regulation Service MW times the Regulation Clearing Price (RCP) times the Regulation Service to Capacity Ratio.
Regulation Service Credit for non-generating resources is Regulation Service MW times Minutes on Regulation prorated by Fade Time times the Regulation Clearing Price (RCP) times the Regulation Service to Capacity Ratio.

Minutes on Regulation

Portion of the clock hour that a resource is providing regulation.

Minute on Must Regulate for Reliability

Portion of the clock hour that a generator is responding to a dispatch signal during regulation for reliability reasons. This value will be zero for non-generating resources.

Regulation Capacity

Hourly integrated value of the regulation capability while regulating in MWH.

Delivered Regulation

Hourly integrated value of the MWH delivered in relation to the Regulation Capacity.

Time on Regulation Credit

Time on Regulation Credit for generating resources is Minutes on Regulation (divided by 60) times the Regulation Capability of the unit, times the RCP.
Time On Regulation Credit for non-generating resources is Minutes on Regulation reduced by Fade Time (divided by 60) times the Regulation Capability of the unit times the RCP.

Self Scheduled Regulation

Self Scheduled Regulation equals Delivered Regulation MWH if self scheduled minutes are greater than zero. Note that if a generating resource has been flagged for Must Regulate for Reliability, then the Self Scheduled Regulation is set to zero.

Pool Scheduled Regulation

Pool Scheduled Regulation equals Delivered Regulation MWH as long as the generating resource has not been Self Scheduled. This value will be zero for non-generating resources.

Regulation Offer Price

Offer Price per MW of Regulation provided. This value will be blank for non-generating resources.

Regulation Opportunity Cost

Cost of providing regulation during all or a portion of an hour by a pool scheduled generator. This value will be zero for non-generating resources.

Regulation Opportunity Cost Type

 Specifies ROC types such as:
OOM UPLIFT = Out Of Merit Uplift
LOC = Lost Opportunity Cost
N/A = Type Not Applicable (LOC = 0)

Ownership Share

A right or obligation, for purposes of settlement, to a percentage share of all Credits or Charges associated with a resource at a Node, where such resource is interconnected to the NEPOOL Transmission System.

Customer Share of Pool Scheduled Regulation

Customer’s portion of the Pool Scheduled Regulation based on the ownership share of the generating unit.

Customer Share of Self Scheduled Regulation

Customer’s portion of the Self Scheduled Regulation based on the ownership share of the resource.

Customer Share of Regulation Service Credits

Customer’s portion of the Regulation Service Credit based on the ownership share of the resource.

Customer Share of Time on Regulation Credit

Customer’s portion of Time on Regulation Credit based on the ownership share of the resource.

Customer Share of Regulation Opportunity Cost

Customer’s portion of the Regulation Opportunity Cost based on the ownership share of the generating unit.

Fade Time

The number of minutes in an hour that a non-generating resource deviates from its regulation target outside of a specified tolerance. This will be blank for generating resources.

Perfect AGC Output While Regulating

Output level the resource should be at while regulating if following its AGC Setpoint value at its claimed ARR without delay.

Regulation Service Cost

Unit specific actual cost of providing Regulation equals the Regulation Service (MW) times Offer Price, times the Capacity-to-Service Ratio (CSR).

Time on Regulation Cost

Unit specific actual cost of Time on Regulation equals the number of Minutes on Regulation (divided by 60), times the Regulation Capability, times the Regulation Offer Price.

Total Regulation Cost

Unit specific sum of Regulation Service Cost, plus the Time on Regulation Cost, plus the Regulation Opportunity Cost.

Regulation Make Whole Cost

The maximum of the Total Regulation Cost minus the Regulation Payment, or zero. This value will be zero for non-generating resources.

Regulation Payment

Unit specific sum of the Regulation Service Credit and the Time On Regulation Credit.

Customer Share of Make Whole Cost

Customer’s share of the unit specific Regulation Make Whole Cost based on their Ownership Share of the unit.
