REPORT COLUMN	DESCRIPTION
Tab 1 (Resource Total)
Resource ID	Numerical identifier for the Resource.
Resource Name	Name of the Resource.
Resource Type	The FCM Resource type. Appropriate values are: Generator, Demand and Import.
Resource Subtype	The FCM Resource subtype, if applicable. Appropriate values are: Generator: Intermittent Demand: RT Emergency Generation Import: Grandfathered
Modeled Capacity Zone ID	The numerical identifier of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.
Modeled Capacity Zone Name	The name of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.
Final Capacity Zone ID	The numerical identifier of the Capacity Zone in which an offer or bid for the Resource cleared in the Forward Capacity Auction.
Final Capacity Zone Name	The name of the Capacity Zone in which an offer or bid for the Resource cleared in the Forward Capacity Auction.
External Interface Name	The name of the External Interface.
Commitment Period Month	The month in the Capacity Commitment Period.
Qualified Capacity	The seasonal qualified MW value of the Resource’s capacity.
Permanent De-listed	The MW value of permanent de-list bids cleared for the Resource in the Forward Capacity Auction.
Total De-listed	The total MW value for all de-list bid types cleared for the Resource in the Forward Capacity Auction.
Capacity Supply Obligation	The MW value of the Resource’s obligation to provide capacity acquired through the Forward Capacity Auction.
Self-Supply Obligation	The MW value of the Resource’s total Self-Supply Capacity Obligation MW.
Estimated FCA Payment	The sum of payments for all Capacity Supply Obligation types.
FCA Financial Assurance MW [Obsolete]	The total MW value for which the New Capacity Resource has acquired an obligation and is subject to financial assurance. The customer’s financial assurance requirement will be the maximum MW value in the 12 month period reflected in this column for each New Capacity Resource. Effective with the third Forward Capacity Auction (Capacity Commitment Period 2012-2013), this column is no longer used and will be reported as NULL.
Tab 2 (Resource Details)
Resource ID	Numerical identifier for the Resource.

Resource Type	The FCM Resource type. Appropriate values are: Generator, Demand and Import.

Payment Rate	FCA Payment Rate in $/kW-Month for the Capacity Supply Obligation associated with Resource Type, Location (Capacity Zone or External Interface) and Obligation Type.
Estimated FCA Payment	The product of the Capacity Supply Obligation and the payment rate.
Special Provision	An indicator noting any special considerations regarding reported auction results. Valid values are: Rejected for MW Proration (Note: Effective with the fourth Forward Capacity Auction, if the Capacity Clearing Price Collar is reached and a resource’s subsequent MW proration request is denied, the resource will be paid the Capacity Clearing Price)
Tab 3 (Resource De-list Details)
Resource ID	Numerical identifier for the Resource.
Resource Name	Name of the Resource.
Resource Type	The FCM Resource Type. Appropriate values are: Generator, Demand and Import.
Resource Subtype	The FCM Resource Type. Appropriate values are: Generator: Intermittent Demand: RT Emergency Generation Import: Grandfathered
Modeled Capacity Zone ID	The numerical identifier of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.
Modeled Capacity Zone Name	The name of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.

De-list Bid	The MW value of the de-list bid.
De-list Bid Price	The price of the de-list bid.
Accepted/Rejected	Identify whether or not the de-list bid was accepted. Valid types are: Accepted, Rejected
De-listed Capacity	The cleared de-listed MW.
Tab 4 (Capacity Zone)
Modeled Capacity Zone ID	The numerical identifier of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.
Modeled Capacity Zone Name	The name of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.
Modeled Capacity Zone Type	The type of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market. Valid types are: Import Export Rest of Pool
Local Sourcing Requirement	The minimum amount of capacity that must be acquired within an import-constrained Capacity Zone.
Maximum Capacity Limit	The maximum amount of capacity that can be procured in an export-constrained Capacity Zone.
Capacity Supply Obligation	The MW value of capacity acquired in the Capacity Zone through the Forward Capacity Auction including Real-Time Emergency Generation capacity capped by Real-Time Emergency Generation capacity limit.
RTEG Capacity Supply Obligation	The MW value of capacity from Real-Time Emergency Generation.
Self-Supply Obligation	The MW value of Self-Supply Capacity.
Administrative Pricing	An indicator noting whether the Capacity Clearing Price collar provisions were administered in the FCA. Appropriate values are: Not Applicable CCP Collar – Floor CCP Collar – Ceiling Alternative Price Rule Insufficient Competition Inadequate Supply
Capacity Clearing Price	The clearing price for the Capacity Zone.
Payment Rate	The rate paid to some or all Capacity Resources in the Capacity Zone (other than RTEG Capacity Resources) as a conclusion of FCA, which may be different than calculated Capacity Clearing Price due to one of the following conditions (specified by Administrative Pricing indicator): CCP Collar – Floor: Rate adjusted for excess capacity and paid to both new and existing capacity resources Inadequate Supply Rate established according to pricing rule for Inadequate Supply and paid only to existing capacity resources while new capacity resources are paid full Capacity Clearing Price. Insufficient Competition Rate established according to pricing rule for Inadequate Supply and paid only to existing capacity resources while new capacity resources are paid full Capacity Clearing Price. Alternative Price Rule Rate established according to pricing rule for APR and paid to both new and existing capacity resources.
RTEG Payment Rate	The Capacity Clearing Price adjusted for excess RT Emergency Generation.
Tab 5 (External Interface)
External Interface Name	The name of the External Interface.
Modeled Capacity Zone ID	The numerical identifier of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.
Modeled Capacity Zone Name	The name of the Capacity Zone to which the Resource is interconnected for the Forward Capacity Market.
External Control Area	The name of the External Control Area.
Capacity Transfer Limit	The transfer limit of the interface.
Capacity Supply Obligation	The MW value of import capacity acquired over the External Interface through the Forward Capacity Auction.
Grandfathered Import Capacity Supply Obligation	The MW value of import capacity acquired over the External Interface through the Forward Capacity Auction from Import Capacity Resources granted priority access to the interface.
Self-Supply Obligation	The MW value of Self-Supply Capacity cleared at the interface in the Forward Capacity Auction.

Tab 6 (Control Area)
Commitment Period	The one-year period from June 1 through May 31.
Installed Capacity Requirement	The level of capacity required to meet the reliability requirements defined for the New England Control Area.
HQICC	The total MW value of the Hydro Quebec Interconnection Capability Credits.
Net Installed Capacity Requirement	The Installed Capacity Requirement minus the HQICC.
Capacity Supply Obligation	The MW value of capacity acquired in the Control Area through the Forward Capacity Auction including Real-Time Emergency Generation capacity capped by Real-Time Emergency Generation capacity limit.
RTEG Capacity Supply Obligation	The total MW value of Real Time Emergency Generation capacity.
RTEG Utilization Ratio	The ratio used to adjust the payment rate for Real Time Emergency Generation.
Self-Supply Obligation	The total Self-Supply Capacity Obligation MW for the control area.
Import Capacity Supply Obligation	The total Import Capacity Supply Obligation MW for the control area.
