Customer Allocation Factor

Customer's negative deviations for the specific day and hour ending of the Real Time Emergency Energy Purchase.  Negative deviations include Self Scheduled deviations, failure to follow Dispatch Instruction deviations, deviations at External Nodes, deviations created by cleared Day-Ahead Increment Offers and load deviations.
