Hydro Quebec (HQ) and National Grid (NGRID) plan to perform testing on the Phase II Interconnection between Quebec and New England (NE) during the late morning of January 27th. This notice summarizes the planned activities and how the testing will be supported. (Note: The schedule of planned activities is subject to change in response to unexpected issues that may arise during test activities. The ISO will provide updates accordingly.)
During the test period (January 27th, 09:00 – 12:00), the TTC for Phase II imports will be set to 1,000 MW prior to DAEM clearing process. ISO-NE will adjust the TTC accordingly for Phase II during the test period and clear submitted external transactions that are economic up to the test limits. In order to ensure a successful test schedule, market transactions must be available in the import direction up to the level necessary to evaluate facility operation. ISO-NE will not clear out-of-merit external transactions and will minimize the use of inadvertent energy to support the tests.
