ISO-NE is governed by an independent, 10-member board of directors with expertise in financial markets, law, and electric power operations and regulation. Members have no financial interest in any company doing business in New England's electricity markets.

Vincent M. O'Reilly Vincent M. O'Reilly was named chairman of the ISO New England Board in 2005. He previously served as the board's vice chairman. Mr. O'Reilly is a distinguished senior lecturer for the Wallace E. Carroll School of Management at Boston College and a member of the Board of Directors of Eaton Vance Corp., Teradyne Inc., and the Neiman Marcus Group. He is the retired executive vice chairman, chief operating officer and chairman of the Ethics & Business Conduct Committee for Coopers & Lybrand L.L.P. Mr. O'Reilly is the current vice chairman and former chairman of the board of the Dana-Farber Cancer Institute and serves as trustee and treasurer for the Boston Symphony Orchestra. |

David J. Vitale David J. Vitale was named ISO New England Board vice chairman in 2006. He serves as the chief administrative officer of the Chicago Public School System, serving pro bono. Previously, he served as president and chief executive officer of both the MidAmerica Commodity Exchange and the Chicago Board of Trade, where he was also a member of the Board & Executive Committee. Previously, he was vice chairman and director of Bank One Corp. Mr. Vitale is currently a member of the Board of Directors of Ariel Capital Management, the Advisory Council for the University of Chicago's Graduate School of Business, the Advisory Committee for the Kellogg School of Management at Northwestern University, and UAL Corporation, the holding company whose primary subsidiary is United Airlines. |

Roberta S. Brown Roberta S. Brown's electricity industry career spans three decades. Ms. Brown is the President of Sassafras River Associates, LLC, an energy consulting and investment firm. In 2005, Ms. Brown spearheaded the effort to form a new single regional reliability entity, ReliabilityFirst, from three previously separate reliability councils. Prior to this, Ms. Brown spent 24 years with Pepco Holdings, Inc. subsidiaries Delmarva Power, Pepco, and Conectiv, Inc., ultimately serving as Vice President, Transmission. She is currently a member of the Board of Directors of the Independent Electricity System Operator of Ontario and is Board Chair of the American Red Cross of the Delmarva Peninsula. |

Donald L. Isaacs A former vice chairman and director of BayBanks, Inc., Donald L. Isaacs is also the former chairman and chief executive officer of BayBanks Systems, BayBanks Credit Corporation and BayBanks Mortgage Corporation. He is a former member of the Board of Directors of the Cirrus International ATM Network and the New England Automated Clearing House. Mr. Isaacs was a member of the Boston Economic Club, as well as the former overseer of the Boston Museum of Science. |

John G. Kassakian Prof. Kassakian is Director of the MIT Laboratory for Electromagnetic and Electronic Systems. He received his undergraduate and graduate degrees from MIT, and prior to joining the MIT faculty, served a tour of duty in the US Navy. He is the Founding President of the IEEE Power Electronics Society, and is the recipient of the IEEE Centennial Medal, the IEEE William E. Newell Award, the IEEE Power Electronics Society's Distinguished Service Award, and the IEEE Millennium Medal. He is a Fellow of the IEEE and a member of the National Academy of Engineering. He has published extensively in the areas of power electronics, education and automotive electrical systems, and is a co-author of the textbook Principles of Power Electronics. |

Alvin K. Klevorick The John Thomas Smith Professor of Law and Professor of Economics at Yale University, Alvin K. Klevorick also serves as the Director of the University's Division of Social Sciences. A specialist in antitrust, the economics of regulation, market organization and law and economics, he is a former Deputy Dean of Yale Law School and a former Director of the Cowles Foundation for Research in Economics at Yale University. Professor Klevorick is also a former Chair of the Market Monitoring Committee of the California Power Exchange. |

Richard E. Kessel Richard E. Kessel, a veteran of the energy industry, currently serves as the President and Chief Executive Officer for Environmental Power Corporation (AMEX:EPG), an organization dedicated to the development and ownership of renewable energy facilities. Prior to this, Mr. Kessel has served as President and CEO for a number of companies including Bedford Partners, Suez Environment North America, and Trigen Energy Corporation. In addition, Mr. Kessel was Chief Operating Officer of Sithe Energies and held various managerial and operational positions at Ebasco Services, Inc. |

Paul F. Levy Paul F. Levy has been President and CEO of Beth Israel Deaconess Medical Center in Boston, Massachusetts since 2002. Previously, he served as Executive Dean of Administration at Harvard Medical School, Executive Director of the Massachusetts Water Resources Authority, Commissioner and Chairman of the Massachusetts Department of Public Utilities, and Director of the Arkansas Department of Energy. Mr. Levy has been a visiting lecturer and adjunct professor at the Massachusetts Institute of Technology (MIT) and a consultant in the energy, water, and telecommunications industries. |

Louise McCarren Louise McCarren is chief executive officer of the Western Electricity Coordinating Council (WECC). WECC is one of eight regional reliability councils. Before assuming her current role in 2004, Ms. McCarren held numerous positions in the energy and communications industries. From 1993 to 2003 she worked for Verizon, Inc. where she held several positions including managing director of State Regulatory Planning and president, Verizon Vermont. From 1989 to 1991 she was a partner at Sheehey Brue Gray and Furlong in Burlington, Vermont, where she specialized in public utility law. She was chair of the Vermont Public Service Board from 1981 to 1987. Ms McCarren obtained her Juris Doctor from University of California, Los Angeles, after graduating from the University of California, Berkeley, with a Bachelor of Arts degree in Agricultural Economics. |

Gordon van Welie Gordon van Welie is president and chief executive officer of ISO New England Inc., having previously served as the company's executive vice president and chief operating officer. He joined ISO New England from Siemens Power Transmission & Distribution LLC, where he served as vice president and general manager of the Power Systems Control Division and was responsible for managing information technology solutions for electric companies. Before coming to Siemens, Mr. van Welie held several positions at ESKOM, South Africa's electric utility based in Johannesburg. |
