ISO New England is responsible for monitoring New England's wholesale electricity markets to ensure that market participants abide by the FERC-approved market rules and procedures. We are authorized to implement mitigation procedures to deter market behavior that may interfere with the competitive and efficient operation of the markets. To accomplish this, our Market Monitoring & Mitigation Department routinely collects and analyzes information on participants' market behavior, including possible withholding of generation resources from the markets either through their bidding behavior or by falsely declaring resources unavailable.
