PTOs are entities that own transmission facilities within New England’s transmission system and are signatories to a Transmission Operating Agreement (TOA). TOAs set out certain rights and responsibilities of the ISO and the PTOs to help the ISO fulfill its duties (such as coordinating the transmission of electricity across the region) as a Regional Transmission Organization.
