In 2015, ISO New England implemented changes to the regional and interregional transmission planning process to comply with the directives in Order No. 1000 issued by the Federal Energy Regulatory Commission (FERC). One substantive change was for the ISO to begin conducting Requests for Proposals (RFPs) for transmission solutions to non-time sensitive planning needs.
Based on the results of the 2028 Boston Needs Assessment, some non-time sensitive needs have been identified in the study area. In preparation for issuing the region’s first RFP for a competitively-developed regulated transmission solution, ISO New England is proposing several refinements in the ISO Tariff including clarifications on cost-containment provisions, the addition of evaluation criteria for assessing proposed solutions, and the addition of a new Selected Qualified Transmission Project Sponsor Agreement. In addition, conforming changes are needed to governing documents on items such as transmission cost-allocation and the process for inclusion in the Forward Capacity Market network model.
The Competitive Transmission Solicitation Enhancements project is just one of several key projects at the ISO, which continuously undertakes a variety of short- and long-term projects to enhance the region's competitive wholesale electricity markets and ensure reliable operation of the power grid.
