Starting June 1 each year, materials that support the rate-development process for regional transmission charges in New England are made accessible below as a service to our stakeholders. Included are materials that identify updated rates for regional transmission and scheduling, system control, and dispatch services, as calculated by the transmission owners, subject to Federal Energy Regulatory Commission (FERC) approval.
Please note that the ISO is not involved in developing the formulas used to arrive at the transmission rates, in setting the rates, or in approving the rates. The ISO provides only the settlement function: collecting the amounts due from transmission customers and turning over the collections to the transmission owners.
The rate-development process for regional transmission charges is an annual process. See the ISO’s Open Access Transmission Tariff (OATT), Section II.21, Schedule 9, and Attachment F. The rates are calculated by the Participating Transmission Owners Administrative Committee (PTO AC) Rates Working Group, which is not affiliated with the ISO. The rates and related documents are made available on the following timeline for customer review and revised as needed:
