The ISO Tariff provides for a market participant’s right to dispute amounts billed by ISO New England, as well as to request corrections for meter data errors. In all cases, the invoice amount must be paid in full before requesting a billing adjustment.
As such, there are two types of billing disputes in the ISO New England markets: requested billing adjustments (RBA) and meter data error requested billing adjustments (MDE RBA).
Under the ISO-NE billing policy, a participant may request an RBA to address any disputed amount resulting from the determination of a market clearing price or Transmission, Markets and Services Tariff rate by the ISO that allegedly either violates or is otherwise inconsistent with the Transmission, Markets and Services Tariff, or results from an error by the ISO.
The MDE RBA process may be used when an asset owner, host participant, or assigned meter reader identifies inaccuracies in metering data that cannot be resolved through the data reconciliation process (DRP). The ISO issues Market Information Server (MIS) reports (SP_METERDOMAIN, SP_METERPROFILED, SP_METERDIRECT) to asset owners and meter readers at regular intervals, and on request, to facilitate the resolution of metering discrepancies and limit the number of MDE RBAs. The ISO has settled only two RBAs in the last 10 years, while there has been an exponential increase in MDE RBAs in 2023 and 2024.

Billing disputes and the subsequent settlement create an additional burden on participants. In the case of the MDE RBAs, the ISO issues the final settlement 11 months after the operating month. A final settlement may increase financial assurance requirements, delay payments, and require additional data processing. One way to prevent billing disputes is through diligent reconciliation and timely review of data.
