System Efficiency Transmission Upgrades (SETUs) are upgrades designed primarily to provide a net reduction in total production cost to supply the system load. These upgrades are designed to reduce overall system production costs and are subject to the benefit-to-cost criteria set forth in Section 17 of Attachment K.
