On May 13, 2024, the Federal Energy Regulatory Commission (FERC) issued its landmark rule, Order No. 1920: Building for the Future Through Electric Regional Transmission Planning and Cost Allocation (RM21-17-000). This rule adopts specific requirements addressing how transmission providers must conduct long-term planning for regional transmission facilities and determine how to pay for them to ensure the identification of more efficient or cost-effective regional transmission solutions. Many elements of Order No. 1920 align with New England’s innovative Longer-Term Transmission Planning (LTTP) framework accepted by FERC in July 2024, which also addresses future regional transmission planning to help meet clean energy goals, but with some differences.
The ISO is dedicating significant resources to this important initiative to develop its compliance proposal and bringing it through the stakeholder process.
The Order No. 1920 project is just one of several key projects at the ISO, which continuously undertakes a variety of short- and long-term projects to enhance the region’s competitive wholesale electricity markets and ensure reliable operation of the power grid.
