This project is exploring a proposal to address fuel adequacy concerns for winter 2015/2016 through at least 2017/2018, when “Pay-for-Performance” incentives in the redesigned capacity market take effect. Winter operational concerns related to fuel adequacy have prompted the ISO and stakeholders to take interim measures to mitigate seasonal reliability risks should colder-than-normal weather place greater demands on New England’s power system. The Winter Reliability Solutions for 2015/2016 to 2017/2018 project is just one of several key projects at the ISO, which continuously undertakes a variety of short- and long-term projects to enhance the region’s competitive wholesale electricity markets and ensure reliable operation of the power grid.
