Technical Information Session: Resource Capacity Contributions to Resource Adequacy (POSTPONED -- New date TBD)
At this session, ISO New England will be presenting information about the issues we are observing with the current methodology for attributing resource capacity contributions to resource adequacy in New England. ISO will also provide background on how other regions have been addressing the issue, including recent considerations of the Effective Load Carrying Capability (ELCC) methodology. The session will conclude with discussions on possible approaches for scoping an assessment of the relevant issues in the region. Market participants and wholesale power system stakeholders interested in resource capacity contributions to resource adequacy are encouraged to attend.
Discussion topics will include:
- A high-level review of the traditional approach to resource adequacy and some of the presumptions included in that process
- A survey of alternative concepts/modified approaches that can determine both resource capacity accreditation and the Installed Capacity Requirement (ICR), including:
- Average versus marginal accreditation values, and
- Implications and practical considerations relative to ISO-NE’s current resource adequacy process and Forward Capacity Market
- A brief summary of other RTO experiences with alternative methods, including the recent PJM ELCC filing
