As New England’s generation fleet has evolved, there has been a growing concern about the region’s ability to meet energy demand during cold winter conditions. While the region works towards addressing this emerging issue with a longer-term market based approach, a risk remains that otherwise economic resource may retire prior to its implementation. To address this concern, this project proposes to provide compensation to resources that provide winter energy security to the region and seeks to reduce the likelihood that an otherwise economic resource proceeds to retire because it is not fully compensated for its winter energy-security attributes in the wholesale markets.
The Interim Compensation Treatment Key Project is just one of several key projects at the ISO. The ISO continuously undertakes a variety of short- and long-term projects to enhance the region’s competitive wholesale electricity markets and ensure reliable operation of the power grid.
