In May 2015, ISO New England began implementing changes to the regional and interregional transmission planning process to comply with the directives in Order No. 1000 issued by the Federal Energy Regulatory Commission (FERC). The order established new electric transmission planning and cost allocation requirements for public utility transmission providers across the country.
While the order preserved both proposed and planned projects on the ISO’s Regional System Plan Project List as of May 18, 2015, material changes were made to the ISO’s planning process going forward. These changes included identifying when solutions studies are used to address time-sensitive transmission system reliability needs, those needs which occur in three years or less from completion of the needs assessment and conducting Requests for Proposals for non-time sensitive transmission system reliability needs, market efficiency upgrades, or when federal, state, and local public policies create the need for additional transmission.
The Order No. 1000 project is just one of several key projects at the ISO, which continuously undertakes a variety of short- and long-term projects to enhance the region's competitive wholesale electricity markets and ensure reliable operation of the power grid.
