A constraint is the maximum level a transmission system facility (or facilities) can operate to respect the most restrictive of its thermal, stability, and voltage limits. A constraint becomes "binding" when it limits the power flow between locations, which can lead to dispatch of units out of economic-merit order, potentially affecting the spot price.
