OTER was one of several projects that ISO New England has undertaken, in collaboration with stakeholders, for the continued development of the region’s wholesale electricity markets. Project Overview

ISO New England has made numerous updates to the Customer and Asset Management System (CAMS) in support of asset registration functions. Earlier work completed under the Streamline Asset Registration (SAR) project included eliminating manual forms and data entry, allowing participants access to submit and review data, and adding validations to assist with error prevention. The Ownership Transfer and External Registration (OTER) project built on the SAR improvements over multiple releases including the ability for participants to register load assets and settlement-only generators (SOGs), transfer assets to another lead participant, and transfer ownership share.
The OTER project included the following features in CAMS for SOGs and load assets:
- Lead participants can initiate and submit initial registrations.
- Host participants and meter readers can edit the registrations details prior to submittal by the lead participant.
- Lead participants, host participants, and meter readers can communicate about a pending registration through a new comment function with the option of sending a system-automated email.
- Lead participants, host participants, meter readers, asset owners, and lead participants of a resource (if applicable) can submit or reject pending registrations.
- Lead participants can retire an asset, transfer the Lead Participant, and transfer a meter reader in CAMS without the need of a signed form.
- Lead participants, host participants, and meter readers can approve or reject lead participant and meter reader transfers in CAMS without the need of a signed form.
- Lead participants, host participants, meter readers, and resource lead participants can approve or reject retirement of an asset in CAMS without the need of a signed form.
- Lead participants, host participants, meter readers, and asset owners of a resource can view the following details on the “My Asset Registration Tasks and Assets in Flight“ dashboard:
- Request type
- Asset type
- Asset ID
- Asset name
- Status
- Pending action
- Date effective
- Approve/Reject deadline
- Lead participants, host participants, meter readers, and asset owners can use a new advanced search for assets or a portfolio of assets, export the results, and access an asset’s details page via a hyperlink. The export includes the following data:
- Asset ID
- Asset name
- Asset short name
- Asset type
- Asset status
- Lead participant
- Host participant
- Meter reader
- Lead participants, host participants, meter readers, and asset owners can add service notes to existing SOG and modeled generator asset records with the option of sending a system-automated email.
- Lead participants can submit the following types of change requests via service notes to ISO New England:
- Asset name
- Resource mapping (where the lead participant of asset is the same as the lead participant of resource)
- Net metered or special qualifying facility (SQF) status
- SOG technical data
- Modeled generator asset contacts
To access the new functionality, security administrators (SAs) must assign new CAMS roles to CAMS person records.
- The Customer and Asset Management System / External Generator Asset Maintainer role allows access to the new functionality for SOGs and modeled generators.
- The Customer and Asset Management System / External Load Asset Maintainer role allows access to the new functionality for load assets.
