Project Overview

FERC Order No. 2222 removes barriers to distributed energy resource aggregations (DERAs) to participate in capacity, energy, and/or ancillary service markets by supporting demand reduction, energy injection, energy withdrawal, or regulation capabilities. DERAs are made up of distributed energy resources (DERs). DERs are directly connected to the distribution system and are either retail customers, generation, or storage facilities with a defined point of interconnection. DERs can include any combination of controllable or non-controllable load, controllable or non-controllable generation, or energy storage.

DERAs may consist of DERs that participate together in the wholesale markets as a single resource. The minimum aggregation size is 100 kW, and a single resource or aggregation that is 5 MW or greater at a single node must participate as a standalone resource or through a more geographically limited aggregation.

DER Participation Models

DERs can participate in the ISO New England markets under seven defined participation models that map DER capabilities to market registration, settlement, and operational requirements. Dispatchable DERA (DDERA) is a general term for aggregations of DERs participating through the generator asset, binary storage facility (BSF), continuous storage facility (CSF), demand response resource (DRR), demand response distributed energy resource aggregation (DRDERA), and alternative technology regulation resource (ATRR) models. Settlement-only distributed energy resource aggregations (SODERAs) allow DERs to inject, withdraw, and participate in the capacity, day-ahead, and real-time energy markets.

SODERA
- SODERAs are composed of a settlement-only generator (SOG) and/or a load asset. New Day-Ahead Market (DAM) asset types will exist for both SODERA generation and load.
- The eMarket user interface (UI) and application programming interface (API) will be updated to include a new “DAM Asset” tab for SODERA generation and load portfolio management and offers, cleared MW by portfolio, and XML download.
- The eMarket UI and API DAM Asset displays will be accessed by users assigned the new DAM Asset Read-Only or DAM Asset Read/Write roles.
- Following an eligibility review period of up to 60 days, SODERA assets will be activated simultaneously at the start of the market day—no earlier than two business days after the current business day.
- SODERA assets will be deactivated simultaneously at the daily boundary of any market day, taking effect no earlier than five business days after the current business day.
- The associated load and/or SOG asset may be located at an LD (load) pnode or DRR (demand response) aggregation zone pnode, but not at a load zonal or UN (unit) node.
DRDERA
- DRDERAs are composed of SOG and DRR assets and may include load assets.
- DRDERAs offer demand reductions in the day-ahead and real-time energy markets as a DRR asset type, and their SOG output and load (if included) settles in the real-time energy market.
- The activation and deactivation of DRDERA assets will occur on a monthly boundary.
- The associated SOG and load asset (if included) may be located at an LD pnode or DRR aggregation zone pnode, but not at a load zonal or UN node.
Modeled Generator asset
- The generator fuel index will be DER aggregation.
- An aggregation of multiple generators is allowed.
- Location may be an LD pnode or a DRR aggregation zone pnode.
BSF
- The generator fuel index will be DER aggregation.
- Location of the generator and asset related demand (ARD) components may be an LD pnode or a DRR aggregation zone pnode.
CSF
- The generator fuel index will be DER aggregation.
- All components (generator, ARD, and ATRR) may be located at an LD pnode or a DRR aggregation zone pnode.
DRR
- Location may be an LD pnode or a DRR aggregation zone pnode.
ATRR
- Minimum size 0.1 MW, and aggregations greater than or equal to 5 MW at a node are restricted to that node.
- Location is a DRR aggregation zone pnode.

Affected market participants are required to take specific steps or adapt to changes in ISO-NE systems as described below. Participants should be mindful of additional time-bound items, some of which may require participants to take specific steps or adapt to changes in ISO-NE systems both before and after the project implementation date.
